Project Summary
The project envisages the construction of the Children’s House – a Community Centre for Early Childhood Development and a National Centre for Training and Advocacy for Children’s Rights. It will provide five types of universally accessible social services for children and families, with a capacity of 200 people, or approximately 600 users of the new social infrastructure per year. The services to be provided at the Children’s House are in accordance with Article 15 of the Social Services Act and are included in the National Map of Social Services.
The Children’s House is a long-term, integrated project aimed at creating a sustainable and effective environment for supporting children and families, promoting children’s inclusion, development and protection in accordance with national and international standards.
The project is aligned with the Integrated Development Plan of Sofia Municipality, Priority 4 and Strategic Objective 10, “Reducing Social Inequalities”, Measure 10.M3, “Development and Expansion of the Scope of Social Services”. It envisages the implementation of three key measures:
- Construction of the Children’s House, including construction works to create modern and safe infrastructure.
- Furnishing and equipment.
- Provision of social services in three stages: a preparatory stage; an implementation stage involving the actual provision of social services; and a sustainability stage, during which the services will be established as state-delegated activities, ensuring their continuity and quality.
The property designated for the Children’s House has been owned by the National Network for Children Association since 2016 and is located at 44 Sofroniy Vrachanski Street, Vazrazhdane District, Sofia.
Project Activities
- Construction of the Children’s House, using an implemented Building Information Model (BIM).
- Provision of architectural supervision for the Children’s House construction project.
- Preparation of a comprehensive conformity assessment report and provision of construction supervision for the Children’s House.
- Supply and installation of furniture and equipment.
- Commissioning of the Children’s House.
- Project organisation and management, including measures to ensure project visibility, transparency and communication.
Project Objective
The main objective of the project is to create appropriate conditions for supporting vulnerable groups in society by developing new infrastructure for the provision of universally accessible and specialised social services for children, young people and families.
The new facilities will meet the applicable quality standards in the field of social services, while also contributing to environmental sustainability and improved living conditions in the city of Sofia.
Specific Objectives
- To provide appropriate and effective social infrastructure for a Community Centre for Early Childhood Development and a National Centre for Training and Advocacy for Children’s Rights, with a capacity of 200 people, in accordance with the National Map of Social Services.
- To provide high-quality, accessible social and educational services for children, families and young people within Sofia Municipality and to ensure equal access to these services for people from vulnerable groups, according to their needs.
- To provide services supporting the employment and professional integration of young people leaving foster care or institutions for children, as well as young people from vulnerable communities.
- To improve living conditions in Sofia by combining social support with environmentally sustainable practices and the efficient use of resources.
