Report on the progress of the deinstitutionalisation process in Bulgaria

A meeting in the Council of Ministers was held on 3rd October under the patronage of the EU funds Minister regarding the progress of the deinstitutionalization process. The meeting was attended by the Deputy-Minister Deyana Kostadinova, the State Agency for Child Protection Chairperson Nadia Shabani as well as the National Network for Children (NNC) George Bogdanov.

NNC raised the issue about the lack of reinvestment in new social services following the closure and reduction in the capacity of the existing homes for children. 4 million leva fell through in the general budget instead of being invested in children at risk welfare as a result of the lack of concrete social services which to compensate the closure of the homes. NNC insists on carrying out a special assessment which to support the most useful building and development of a social services network for children at risk.
