National Network for Children (NNC) published for public consultation a draft Vision for Family Policy, the purpose of which is to introduce family oriented approach with clear objectives, measures and activities.
NNC believes that adoption of this approach by the state will change the situation so that all parents in Bulgaria to be able to raise as many children as they want; to receive the necessary support to be the best parents, to be able to reconcile their family responsibilities with work and social lives.
The document offers five basic principles – putting the rights and the best interests of children at the center of all services, measures and payments; supporting and empowering parents; complexity and completeness of the measures; fairness, flexibility and choice.
The Family Policy Vision considers the necessary measures to be taken in the different sectoral policies – health, education, social policy and child protection, juvenile justice, tax policy and more.

Parents and all other interested parties have an opportunity to comment on the content of the document. The NNC aims to cover the needs of different types of parents, families and caregivers as adoptive parents, foster parents and others.
The NNC calls the government to help the Vision fulfillment as assuming responsibility for prioritizing investment in children, support parents and promote family-based approach in all sectoral policies.
Another key recommendation is ensuring that funds from the national budget and the EU Structural Funds will be directed to support the Vision and create mechanisms for effective cooperation between all stakeholders, exchange of experience and work in partnership.
The project “Vision for Family Policy in support of children and families in Bulgaria” is implemented by the Association “Child and Space”, National Network for Children and the Institute of Population and Human of the Bulgarian Academy of Science.
The project started in October 2014 and is being implemented with financial support of the NGO Programme in Bulgaria under the Financial Mechanism of the European Economic Area.
