The National Network for Children alarmed the expert group on deinstitutionalization in Brussels for the problem areas in the deinstitutionalization policies and practices and social services for children and families development in Bulgaria. The statement of the National Network for Children was presented at a meeting of the expert group on Monday, 23rd April. The expert group is working on a project for common European guidelines for transition from institutional care to community-based care. The aim of the guidelines is to provide practical advice for the transition from institutions to alternative community-based forms of care which to be used throughout Europe. The guidelines are developed by a team of representatives of key European networks, representing children, people with disabilities, people with mental issues and social services providers. Apart from the representatives of the European networks, the meetings of the expert group are also attended by observers from the separate general directorates of the European Commission.
