Position towards the Draft Action Plan for the Concept of State Policy on Juvenile Justice 2013 – 2020:
The NNC welcomes the proposed draft Plan of Action adopted in implementing the concept adopted in 2011. We congratulate the members of the expert interdepartmental group of the outcome of their work and efforts. Overall the expected plan corresponds with the Concept and follows the spirit of what the NNC understands as direction and needed principles in this long-awaited reform.
We highly appreciate the comprehensive description of the limitations of the current system. We welcome the vision to involve the family as an object of prevention, intervention and support, and the need for public communication program. We also fully support the envisaged plan-related activities.
Our general comments on the proposed draft of the Action Plan are:
Remains the need for a specific description of services for prevention, rehabilitation, re-socialization and reintegration, as well as measures to protect the family environment and residential placement of children in contact with the justice system.
NNC has specific suggestions and comments on certain passages of the plan:
“The Action Plan includes measures aimed at improving the capacity of existing services and developing new ones, including effective use of available resources.” We offer the document to include a list of services available, the analysis of their capacity, and to provide an assessment of the available resources. We also have suggestions forActivity 1, paragraph 3, 6 and 7.
Given the forthcoming work on clarifying the services and measures and the need for clarification of the administrative structures we propose the expert interdepartmental group to continue the work of reform through the active involvement of all stakeholders and the wider public debate. We believe that this will contribute to the development of a modern, comprehensive policy of justice, based on the best interest of the child.
