The Pleven community fund “Chitalishta”
was established in 2001 as a result of a civil initiative performed with the means of advocacy as an instrument of civil participation in the processes of taking decisions with the support of “Democracy network” program and the American democracy institute. It is an association of community centers, NGOs, citizens and local government, the Municipality of Pleven, and it works for the development of the community through community centers, which are the only NGOs in the villages. A great achievement of the organization is the involving of the Local government in the team, through which it shares a resource and power with the civil sector
