There is no doubt that we need a new law on pre-school and school education. Education law was intended to temporarily regulate relations in the sphere of secondary education after 10th November 1989. In practice, it lasted much longer than was expected. The following notes comment only some of the highlights in the new bill.
Financing
The new bill does not propose major changes in the financing of higher education, on the assumption that in 2007 a comprehensive reform was made in this sphere. But still there are serious problems, particularly as regards the financing of schools in rural regions, more sparsely populated regions and poorer communities.
Curriculum
It may be considerd of providing more authority to the teachers and school teams to develop their own curriculum and programs of general education, oriented to the educational needs of every child and student.
