STATEMENT
of the National Network for Children with regard to
The draft law for amendment and supplement of the Ombudsman Act
National Network for Children actively participates in the consultative process for preparation and implementation of the policies for children and families in Bulgaria. As a union of a 100 non-governmental organizations working for development and implementation of quality policies and services for children and families, we strive for development of a system which creates better premises for development and protection of children in Bulgaria. Our recommendations regarding children’s rights were presented in the alternative report for the Universal periodic review and were taken into consideration in the recommendations of the UN Human Rights Council to the Bulgarian government.
With regard to the forthcoming discussion of the Parliamentary Commission on education, science and issues of children, youth and sport about the draft law for amendment and supplement of the Ombudsman Act, we, the non-governmental organizations have the following comments on the draft law:
We welcome the explicit mentioning of the ombudsman institution to protect children’s rights as well as to present statements to the Council of Ministers and the Parliament on draft legislation regarding human rights protection. In connection with that, we propose the structure of the Ombudsman of Republic of Bulgaria to set up a special post “children’s rights ombudsman”.
